MOSCOW, Nov 26 (Alliance News): Kirill Dmitriev, head of the Russian Direct Investment Fund, has emerged as a central figure in Russia’s diplomatic efforts following its return from international isolation in 2025.
At 50, Dmitriev is considered a rare blend of diplomat and businessman, with deep knowledge of the United States gained through years of study and work there.
Dmitriev has been engaging closely with the Trump administration’s special envoy Steve Witkoff and recently spent three days in Miami discussing a draft peace plan for Ukraine.
While the proposals remain officially unconfirmed by Dmitriev’s team, leaked details suggest the plan mirrors Russian President Vladimir Putin’s priorities, including demands for Ukraine to cede territory and reduce the size of its military.
Ukrainian President Volodymyr Zelensky has not outright rejected the proposals but emphasized that any agreement must ensure a “dignified peace, with terms that respect our independence, our sovereignty.”
Dmitriev’s role has prompted debate over whether he is acting primarily as a propagandist for Moscow or as a potential facilitator of a breakthrough in the protracted conflict.
The envoy’s unique profile—combining commerce, diplomacy, and familiarity with Western political culture—positions him as a key interlocutor at a time when Russia seeks to reassert its influence while navigating international scrutiny.
